I think one of the few ways to go is to decrease the dimenions like this:

That one stays within the file size limit, but im not sure if your happy with the dimensions.

any way you could make it as big as possible within the limits ^or is that the biggest it can be

I could stretch another 4 to 6 pixels i guess, ill have a look. ;)

Kicked the width off the signature up from 425 pixels to 444 (might be able to get that bigger if i really tried) and well the hight of the signature was only able to go up 2 pixels, if i did any extra pixel in high it would exceed the limit, so i hope you'll go for this, and otherwise, sorry i couldn't do more.

What about using less frames for the animation?
If you do it right you can make it bigger with no loss in animation...
